WHO YOU ARE
The Data Governance Analyst is responsible for the development, implementation, and management of Healthy Alliance data governance policies and procedures by ensuring the integrity, privacy, and security of organizational data across all systems.
WHAT YOU’LL DO
- Develop, implement, and maintain data management governance policies, procedures, and standards across the organization, in collaboration with the Privacy Officer and the Information Data Governance Board (IDGB), ensuring alignment with business objectives.
- Create and maintain data dictionaries, metadata repositories, and data lineage documentation.
- Conduct regular data quality assessments and implement data cleansing initiatives to improve data integrity.
- Monitor compliance with data governance policies and regulatory requirements, including but not limited to HIPAA and SHIN-NY/Qualified Entity (QE) policies.
- Develop and deliver data governance training programs to promote awareness and adherence to best practices.
- Assist in the implementation and management of data governance tools and technologies.
- Participate in IDGB meetings and provide regular updates on data management governance initiatives.
- Support data-related projects by ensuring proper data governance controls are in place.
- Collaborate with IT and security teams to ensure data protection and privacy measures are implemented effectively.
- Analyze data usage patterns and recommend improvements to data management processes.
- Stay current with industry trends and regulations related to data governance and privacy to ensure Healthy Alliance’s compliance with all applicable laws and industry standards.
WHAT YOU’LL NEED
Education
- Bachelor’s degree in information systems, computer science, or a related field. Equivalent combination of education and work experience in a related field may be considered in lieu of degree requirements.
Professional Work Experience
- 3+ years of experience in data governance, data management, or a related role.
- Strong understanding of data governance principles, methodologies, and best practices.
Skills, Knowledge, and Abilities
- Familiarity with data privacy regulations such as GDPR, CCPA, HIPAA, SHIN-NY, and QE policies.
- Experience with data governance tools and technologies (e.g., Collibra, Informatica, IBM InfoSphere).
- Proficiency in SQL and data analysis tools.
- Strong analytical and problem-solving skills.

WHO YOU ARE
The Data Engineer is responsible for ensuring that Healthy Alliance’s data is reliable, accessible, and effectively utilized by designing, building, and maintaining the infrastructure and data pipelines necessary for efficient data storage, transformation, accessibility, flow, and integration.

- Design and implement scalable data pipelines to integrate and process data from diverse sources.
- Develop and optimize data warehouses and data lakes, ensuring efficient data flow and accessibility across the organization.

- Develop and maintain robust error management practices, including error detection, logging, and resolution to ensure data accuracy and minimize data loss.

WHO YOU ARE
The Director, Revenue Cycle Management is responsible for the day-to-day management of the Revenue Cycle Management (RCM) billing function and supervision and training of Finance Liaisons and Billing Specialists. This role will ensure the accuracy, reliability, and timeliness of all revenue submissions, collections, reporting, and all information generated by the revenue cycle function. This position works directly with Healthy Alliance network partners as well as internal Finance Liaisons and Billing Specialists to ensure successful implementation and execution of billing requirements for services under New York’s 1115 Waiver Amendment’s Social Care Network (SCN) & Health-Related Social Needs (HRSN) Program.
WHAT YOU’LL DO
- Work in collaboration with and supervise Finance Liaison and Billing Specialist staff in billing Medicaid, Managed Care Organizations (MCOs), and all other related SCN & HRSN Program billing activities.
- Perform and manage entering, maintaining, and updating all information in internal and external electronic billing database systems regarding community members, service providers, procedures, rates, agency cost center, agency codes, and other relevant information necessary to complete Revenue Cycle Management for Healthy Alliance.
- Review, manage, and transmit RCM billings.
- Manage remittance advice and the posting of such in the internal and external electronic billing systems.
- Assure maximation of cash collections through diligent, timely monitoring of all open accounts’ receivable balances and reviewing cash receipts and EOBs to ensure all charges are being properly billed and paid.
- Monitor partner SCN & HRSN Program billable claims and assure follow up of denied claims, including but not limited to correction, rebilling, and collection of claims.
- Assure that all network partners billing practices are compliant with relevant regulations and standards, including federal (e.g. HIPAA), New York State Department of Health (e.g. Medicaid and related Waiver programs, Medicaid Managed Care), and New York State insurance regulations.
- Manage finance onboarding and training support for Healthy Alliance’s network with the Healthy Alliance training department.
- Oversee SCN & HRSN Program billable service submissions for timely submission and completeness, following up with the community-based organization’s (CBO) Finance point of contact, MCOs, and Medicaid as needed.
- Review and cross-check CBO invoices in MillinPro RCM to ensure Finance completes accurate payments in Bill.com.
- Review and reconcile PMPM payments in MillinPro.
- Review partner capacity building expense documentation. Review for appropriateness and completeness before they are submitted for payment.
- Collaborate with internal cross-functional teams to meet partner needs and ensure positive partner experience.
- Hold weekly check-in meetings with Finance Liaisons, billers, and partners.
- Identify partner needs and connect to appropriate Healthy Alliance stakeholders.
- Use Healthy Alliance tools and resources to inform partner communications and meetings.
- Track and communicate monthly partner financial performance to internal and external stakeholders.

WHO YOU ARE
The Finance Liaison is responsible for working directly with Healthy Alliance’s network partners through on-site and remote communication to ensure successful implementation and execution of billing requirements under New York’s 1115 Waiver Amendment’s SCN & HRSN Program.
We are looking for someone in the Capital Region.
WHAT YOU’LL DO
- Operate as the primary point of contact for assigned partners for all matters related to SCN & HRSN Program financial activities.
- Manage finance onboarding and training support for Healthy Alliance’s network with Healthy Alliance training department.
- Oversee partner SCN & HRSN Program billable service submissions for timely submission and completeness, following up with partners’ finance point of contact as needed.
- Monitor partner SCN & HRSN Program billable claims for pends/denials requiring follow-up and work with partners to resolve claims issues.
- Review SCN & HRSN Program service payments to be made to partners and initiate the payment process.
- Review partner capacity building expense documentation for appropriateness and completeness before submitting for payment.
- Collaborate with internal cross-functional teams to meet partner needs and ensure positive partner experience.

WHO YOU ARE
The Billing Specialist will prepare and execute billing and collection processes for Healthy Alliance by reviewing and submitting billing via the Unite Us platform and MillinPro RCM application.
WHAT YOU’LL DO
- Review for accuracy and reconcile billing in MillinPro and Unite Us with Finance Liaisons and RCM Director.
- Verify prior authorizations and eligibility in collaboration with the Eligibility Specialist.
- Submit invoices and batches electronically for the Social Care Network (SCN) & Health-Related Social Needs (HRSN) Program’s billable services and all other billable services, ensuring timely submission and completeness.
- Monitor partner SCN & HRSN Program billable claims and all other claims for pends/denials requiring follow-up, working with Finance Liaisons to resolve claim issues and re-bills as needed.
- Review remittance advice with the RCM Director and identify differences between billed and collected amounts to resolve, address, and collect all unpaid accounts.
- Collaborate with Finance Liaisons and RCM Director to meet partner needs and ensure positive partner experience.
- Review and reconcile PMPM payments in MillinPro in collaboration with the RCM Director.
- Identify partner needs and connect to appropriate Healthy Alliance stakeholders.
- Use Healthy Alliance tools and resources to inform Finance Liaisons of partner communication needs.
- Enter, maintain, and update information regarding community members, fee schedules, and other relevant information necessary to complete billing.
- Exercise discretion and professional judgement to maintain project-specific timelines and communicate project expectations and timelines with internal and external stakeholders.
- Maintain current knowledge and understanding of Medicaid and local transformation, including Waiver programs, Triple Aim, and value-based purchasing (VBP).

WHO YOU ARE
The Regional Director is responsible for the ongoing development, planning, coordination, oversight, and performance of Healthy Alliance’s North Country network in support of both the SCN & HRSN Program requirements and the organization’s broader strategic vision, goals, and mission. In this role, the Regional Director ensures that Healthy Alliance’s integrated network includes a diverse ecosystem of partners including community-based organizations (CBOs), grassroot organizations, managed care organizations (MCOs), government entities, behavioral health and substance use providers, clinical providers, and schools to enable HRSN screenings, care coordination, and the delivery of social care services to expected performance levels.
We are looking for someone in the North Country Region which includes Clinton, Essex, Franklin, Fulton, Hamilton, Jefferson, Lewis, St. Lawrence, Warren, and Washington counties.
WHAT YOU’LL DO
- Provide leadership, direction, and oversight of the region’s overall network performance.
- Manage the region’s contracts, programs, and services to ensure all SCN & HRSN Program requirements are met.
- Lead regional workgroups with the goal of educating and learning from a diverse set of leaders across the region who are deeply involved with the current health care delivery system/landscape, reporting out to Healthy Alliance’s SCN Council on lessons learned/best practice/milestone progression.
- Proactively monitor the overall health of the region to develop strategies and action plans to improve regional performance alongside other members of the leadership team and community workgroups, including but not limited to:
- Performance and quality measures,
- Contract deliverables,
- Program and service deliverables,
- Network composition and adequacy,
- Budget, and
- Payment and billing.
- Act as the accountable leader for the region that communicates directly to the Leadership Team and the SCN Council on network performance.
- Provide leadership and drive the key performance measures and deliverables of the region where they are responsible.
- Ensure regional quality standards are met in accordance with the organization’s quality program, the SCN & HRSN Program guidelines, and contract requirements.
- Work with other members of the Leadership Team to ensure accurate and timely reporting to NYS and other contracted entities.
- Work, in collaboration with other leaders, to ensure the region can adequately meet the demands for social care services, provide sufficient service choices to community members, and support a “no wrong door” environment for Medicaid members to access services. This includes ensuring sufficient network adequacy to meet the demands to screen community members and navigate them to services, as well as monitor capacity of social care service provisions for the region – collaborating on plans to address gaps in the network.
- Lead and manage the regional SCN Council governing body, ensuring SCN & HRSN Program governance requirements for the region are met.
- Serve as the organization’s key spokesperson for the region, in collaboration with other regional directors, to better educate leadership, employees, network partners, government officials, MCOs, and other stakeholders on the health care transformation efforts for the North Country.

The Regional Director is responsible for the ongoing development, planning, coordination, oversight, and performance of Healthy Alliance’s Central New York network in support of both the SCN & HRSN Program requirements and the organization’s broader strategic vision, goals, and mission. In this role, the Regional Director ensures that Healthy Alliance’s integrated network includes a diverse ecosystem of partners including community-based organizations (CBOs), grassroot organizations, managed care organizations (MCOs), government entities, behavioral health and substance use providers, clinical providers, and schools to enable HRSN screenings, care coordination, and the delivery of social care services to expected performance levels.
We are looking for someone in the Central New York area which includes Cortland, Herkimer, Madison, Oneida, Onondaga, and Oswego.
WHAT YOU’LL DO
- Provide leadership, direction, and oversight of the region’s overall network performance.
- Manage the region’s contracts, programs, and services to ensure all SCN & HRSN Program requirements are met.
- Lead regional workgroups with the goal of educating and learning from a diverse set of leaders across the region who are deeply involved with the current health care delivery system/landscape, reporting out to Healthy Alliance’s SCN Council on lessons learned/best practice/milestone progression.
- Proactively monitor the overall health of the region to develop strategies and action plans to improve regional performance alongside other members of the leadership team and community workgroups, including but not limited to:
- Performance and quality measures,
- Contract deliverables,
- Program and service deliverables,
- Network composition and adequacy,

- Act as the accountable leader for the region that communicates directly to the Leadership Team and the SCN Council on network performance.

WHO YOU ARE
The VP of Managed Care and Population Health Initiatives is a key member of Healthy Alliance’s leadership team responsible for the integration of value-based contracting as part of the overall sustainability plan in collaboration with managed care organizations, clinical, behavioral health and SUD providers, government, community-based organizations, and other strategic partners. This position will lead and drive managed care contracts and monitor their deliverables, as well as oversee population health efforts and clinical and social care integration to support the organization’s strategic direction as it relates to contracting and value-based performance.
This role is accountable for the organization’s quality program and population health initiatives/programs, leading the strategy and design and championing new performance incentive strategies that align with Healthy Alliance’s mission and goals in the value-based environment.
Reporting directly to the COO, the position will also closely collaborate with Healthy Alliance’s Medical Director.
WHAT YOU’LL DO
- Work with the Executive Team to identify key market drivers and develop initiatives with the Managed Care Organizations (MCOs) to address clinical and social care trends and future business development efforts in population health.
- Be the key point of contact for all Managed Care Organizations (MCOs).
- Manage MCO Account Managers.
- Drive population health and contract management oversight, care delivery innovation, payor relations and management of key contract deliverables.
- Serve as one of the organization’s key spokespersons on value-based contracting, educating employees, partners, health and social care leaders, government officials, and other stakeholders on the expected changes in health care transformation.
- Lead the social and clinical integration planning processes to evaluate the utilization, quality, total cost of care, satisfaction, and overall marketplace competitiveness.
- Partner with the CSO on key stakeholder initiatives, community planning, and convening forums and activities that support the needs of each region.
- Review quality, utilization, and cost performance for all areas of all SCN and VBP contracting and develop interventions and strategies with the Regional Directors to improve overall network performance.
- Maintain a strong working knowledge of social care and clinical initiatives, and national & state health policy and health care regulation.

The Network Growth Consultant is responsible for assisting in the growth of Healthy Alliance’s network to fill service gaps and generate quality referrals, which includes but is not limited to social care providers, local government, behavioral health providers, education systems, and clinical organizations.

- Lead engagement with prospective strategic network providers from initial contact to executed contract.
- Manage the full network growth cycle process (qualifying, sourcing, and leading engagement with qualified prospects, contract review, responding to inquiries about the contract, and executing contracts) with the assistance of the Network Development team. Build trusted relationships with providers and articulate the value that Healthy Alliance network participation brings to the provider and the community members they serve. Maintain those relationships throughout the contracting phase through the transition to Operations.
- Ensure a smooth and successful transition for newly contracted providers to the onboarding process by closely coordinating with the Operations team, including monitoring engagement of new partners.
- Build and maintain a robust pipeline of prospects and contracted network providers.
- Work cross-functionally to ensure the pipeline is running smoothly and all metrics are tracked and communicated.
- Conduct software demonstrations for potential providers with a thoughtful approach to how the software and Healthy Alliance’s supporting services will support the provider.

WHO YOU ARE
The Performance Manager is responsible for providing day-to-day oversight of the Performance team to ensure Healthy Alliance’s successful implementation and execution of terms identified under New York’s 1115 Waiver Amendment’s SCN & HRSN Program and contracts; the Quality Plan; and organizational performance of partners in meeting Network Standards. This role ensures community members and partners are well supported for network optimization and growth.

WHAT YOU’LL DO
- Oversee and direct the daily functions of Performance Consultants (PCs), as defined by an established Internal Quality Committee (IQC) Quality Plan and Network Standards.
- Manage partners, including but not limited to assisting training activities for new and existing user groups to support network adoption, optimizing platform usage and contract management activities for members and network partners, and supporting remediation efforts for any identified improvement opportunities.
- Engage with partners in a consulting role to understand their current processes and make recommendations for areas of improvement, in collaboration with PCs and cross-functional teams, to optimize use of the platform and support network health.
- Collaborate on strategic opportunities with other members of the Leadership team to further enhance service delivery excellence.
- Collaborate with external stakeholders support of contract deliverables, including but not limited to Managed Care contracts and other funding sources.
- Review opportunities and offer solutions to expand service types by geography.
- Work with the Network Development team to recruit organizations to fill service gaps.
- Coordinate product demonstrations and fact-finding meetings for interested agencies in collaboration with Network Development and Referral Coordination Center (RCC) teams as needed.
- Maintain a pipeline of potential Healthy Alliance partners and regularly report status, including announcing new partners, partner successes, and other partner updates in the monthly newsletter to inform the network of ongoing growth.
- Evaluate partners’ effective use of the Healthy Alliance Integrated Network (ecosystem and SCN) and Services through collaborative quality improvement reviews with the RCC Manager, Lead Navigator, and Lead PC.
- Host regularly scheduled meetings and training sessions in collaboration with the Performance team.
- Analyze partner-level performance data for trends and opportunities, providing recommendations to our Performance and Network Development teams.
- Assess and report on partner effectiveness and efficiencies to the Performance Director and Leadership team.
- Monitor partner-level adherence to Network Standards, compliance with established IQC Quality Plan, New York’s 1115 Waiver Amendment’s SCN & HRSN Program requirements, and contracts.
